RECOMMENDED MOTION:

Move the board adopt Resolution and Order No. 12-20-992 of the Edwards Aquifer Authority Board of Directors approving Contract No. 20-043-AFS between the EAA and Quacito, LLC, for maintenance services on the EAA database system, in an amount not to exceed $552,960, for the period January 1, 2021 through December 31, 2023.


SUMMARY:

The purpose of this agenda item is for the board to consider an Executive Committee recommendation to approve a contract with Quacito, LLC, for maintenance services on the EAA database system, in an amount not to exceed $552,960.

Quacito, LLC, is a vendor on the State of Texas Department of Information Resources (DIR) vendor list. The DIR negotiates agreements with vendors for technology services and equipment at preferred pricing. Government entities within Texas can purchase goods and services from these agreements and take advantage of these pre-negotiated prices and services, without conducting a formal procurement process.

This project of constructing a new EAA database to replace the current EAGIS database system began in July 2016 when the board approved an agreement with Webhead to begin the development of this project. In May 2019, Quacito took over as the vendor for this project and the EAA went live with the new EAGIS database in July 2020. To date, all modules are live except for the Recharge Zone Protection module. For 2021, the vendor will continue to finalize the migration of data from the previous database and perfect the functionality of all modules, as well as enhance the end user experience and accessibility of this database.
