RECOMMENDED MOTION:

 

Move the board amend the 2020 EAA Operating budget by increasing the Habitat Conservation Plan Fund appropriation for Professional Technical Services by $361,967.

 

 

SUMMARY:

 

The purpose of this agenda item is for the board to consider an Executive Committee recommendation to amend the 2020 EAA Operating budget.

 

Staff recommended increasing the total appropriation for the Habitat Conservation Fund to fund Refugia related activities in the amount of $361,967. This amendment, which would re-appropriate unspent funds from 2019, is associated with the amendment to the EAA FY2020 EAHCP Funding Application considered in the previous agenda item.

 

The attached spreadsheet summarizes the proposed amendments discussed above.

 

At the meeting on June 2, the Executive Committee voted to recommend the board amend the 2020 EAA Operating budget by increasing the Habitat Conservation Plan Fund appropriation for Professional Technical Services by $361,967.

 

 

STRATEGIC PLAN REFERENCE:

 

This agenda item supports the EAA's policy direction as set forth in the EAA 2016-20 Strategic Plan:  Goal A.  Sustain Federally Protected Aquifer-Dependent Species.

 

 

FISCAL IMPACT:

 

The effect of this amendment will be to increase the 2020 Operating Budget for the Habitat Conservation Fund by $361,967; decreasing the Habitat Conservation Fund operating reserve by the same amount. Because this change to the 2020 budget is a reallocation of unspent funds from 2019, there is no change to the overall cost of the Refugia Conservation Measure.
