RECOMMENDED MOTION:

 

Move the Implementing Committee approve amending the 2020 City of San Marcos and Texas State University Work Plan and Funding Application.

 

SUMMARY:

 

The purpose of this agenda item is for the Implementing Committee to approve amending the 2020 City of San Marcos and Texas State University Work Plan and Funding Application.

 

The Management of Floating Vegetation Mats and Litter (EAHCP §§ 5.3.3 and 5.4.3) amendments include pushing as a treatment method for floating mats of vegetation and references to the methodologies and conditions stated in the Incidental Take Permit #TE63663A-1 Condition M clarification approved by USFWS on September 30, 2014.

 

The Control of Non-native Plant Species (EAHCP §§ 5.3.8, 5.4.3.1, and 5.4.12) amendment includes the expansion of the aquatic work zone to Bicentennial Park, see Figure 2 of the Work Plan.

 

Changes to the Work Plan budget table and Funding Application include amounts that reflect actual 2020 costs for each contractor and a total annual budget increase from $571,000 to $595,986. The increased budget is attributed to the expansion of work for aquatic maintenance in the Control of Non-native Plant Species Conservation Measure (EAHCP §§ 5.3.8, 5.4.3.1, and 5.4.12).

 

The amended 2020 City of San Marcos and Texas State University Work Plan and Funding Application are attached.

 

These amendments meet the obligations of Article Four and Six of the Funding and Management Agreement.

 

 

FISCAL IMPACT:

 

The total fiscal impact of this item is $595,986, which is included in the 2020 City of San Marcos and Texas State University Work Plan and Funding Application.  This amount is

$24,986 less than the original 2020 Annualized Implementation costs as described in Table 7.1 of the EAHCP.
