STAFF RECOMMENDED MOTION:

 

Move the board authorize the General Manager to enter into Groundwater Trust Transfer Contracts with Bexar County WCID No. 10 (Permit No. P107-697 - 305 acre-feet), Mr. Douglas Miller (Permit No. P101-873 - 13 acre-feet), Elm Creek Owners Association (Permit No. P101-996 - 25 acre-feet), Mr. Steve M. Tedford (Permit No. P100-224 - 5 acre-feet) and Los Patios (Permit No. P100-591 - 60 acre-feet) for a total trust enrollment of 408 acre-feet.

 

 

SUMMARY

 

The purpose of this agenda item is for the board to consider an EAA staff recommendation to authorize the General Manager to enter into Groundwater Trust Transfer Contracts with  Bexar County WCID No. 10 (305 acre-feet), Mr. Douglas Miller (13 acre-feet), Elm Creek Owners Association (25 acre-feet), Mr. Steve M. Tedford (5 acre-feet) and Los Patios (60 acre-feet).  Approval of the contracts will enroll a total of 408 acre-feet into the EAA's groundwater trust through December 31, 2020.

 

Under EAA rules, the EAA may enter into a contract with a permit holder to enroll his or her water into a "groundwater trust" established by the EAA.  Water may be held in the trust for any number of contracted years.  While in the trust, the EAA controls the permitted withdrawal rights and the permit holder is no longer required to submit required reports associated with the permitted rights or pay aquifer management fees to the EAA.
