Title
Consider recommendation from EAA staff to authorize the waiver of all registration fees.
Body
STAFF RECOMMENDED MOTION:
Move the board adopt Resolution and Order No. 01-20-961 of the Edwards Aquifer Authority Board of Directors authorizing a waiver of registration fees for all registrations until further notice.
SUMMARY:
The purpose of this agenda item is for the board to consider an EAA staff recommendation to waive registration fees. The EAA is continuing its outreach efforts to encourage the registration of aboveground and underground storage tanks and facilities storing regulated materials in both urban and rural areas on the Recharge and Contributing Zone of the Edwards Aquifer. The EAA is also continuing its efforts to identify and register all existing Edwards Aquifer wells (including abandoned wells) within the region. The board approved waivers of registration fees in 2017, 2018, and 2019 to help incentivize registration of such wells, tanks and facilities. Staff believes a long-term waiver would continue to be a benefit to all programs. The recent rule changes approved by the Board in December 2019, allow for such a long-term waiver, rather than a year-to-year authorization.
A resolution and order, which has been reviewed by legal counsel, is attached to this summary.
M/WBE PARTICIPATION:
This agenda item does not involve the procurement of goods or services by the EAA and, therefore, this section is not applicable.
STRATEGIC PLAN REFERENCE:
This agenda item does not relate to a specific goal within the Strategic Plan, but supports the general EAA mission.
FISCAL IMPACT:
Waiving registration fees will have essentially no fiscal impact, since registration fees constitute a very small percentage of total EAA revenue.
