RECOMMENDED MOTION:
None. This item is for informational purposes only as there were no formal, public comments on the Proposed Rules.
SUMMARY:
The EAA rulemaking process provides for a 45-day public comment period on any Proposed Rules (PRs) and requires that the EAA hold at least one public hearing on the PRs. The PRs for Chapter 717 listed above were approved to be released for public comment by the EAA Board of Directors (Board) on September 17, 2018, and the PRs for Chapters 702, 707, 709, 711, and 713 listed above were approved to be released for public comment by the EAA Board of Directors (Board) on September 10, 2019. Public hearings on the PRs were held on October 1, 2019, at the Braden Keller Center in Castroville, Texas, on October 2, 2019, at the Sgt. Willie de Leon Civic Center in Uvalde, Texas, on October 7, 2019, at the New Braunfels Public Library in New Braunfels, Texas, and on October 8, 2019, at the Edwards Aquifer Authority in San Antonio, Texas.
Written notice of the PRs was provided to all applicants and permit holders, and notice of the public hearing was published in the San Antonio Express News, a newspaper of general circulation within the boundaries of the EAA, in the Castroville News Bulletin, the Hondo Anvil, the Uvalde Leader News, and the New Braunfels Herald Zeitung on September 19, 2019. The public comment period officially closed at 5:00 p.m. on Monday, November 4, 2019.
No formal public comments were received. Staff will report on oral comments received at the public hearings.
