STAFF RECOMMENDED MOTION:

Move the board adopt Resolution and Order No. 08-19-943 of the Edwards Aquifer Authority Board of Directors approving a development agreement and associated 20-year lease agreement between the EAA and Morgan’s Wonderland Camp, for the development and construction of an EAA Educational Outreach Center for the benefit of the EAA, in a total amount not to exceed $3,146,953.76, for the period projected to begin at an as yet to be determined month in 2020 through an as yet to be determined month in 2040, and authorizing the General Manager to execute the agreement.

SUMMARY:

The purpose of the agenda item is for the Board to consider an EAA staff recommendation to approve a development agreement with Morgan’s Wonderland Camp for the construction of an Education Outreach Center at the soon-to-be-constructed Morgan’s Wonderland Camp, to be located on the Edwards Aquifer Recharge Zone in Northern Bexar County. The Education Outreach Center will serve as a focal point for EAA education dissemination to many students and other guests who will be visiting the Camp. Additionally, it will be open to other interested parties as well. The Center will feature several interactive exhibits, designed to allow for self-paced visits, and will regularly feature classroom presentations and demonstrations. The Center will be operated by the EAA staff who will host education events at no charge to the general public.

The Center is a major effort of the Edwards Aquifer Conservancy. The intent of the Conservancy is to raise funds to support the purchase of the building, valued at $1.3 million, and relieve the EAA of lease obligations as soon as possible. This option to purchase the Center is inclu...
