SUMMARY:

The purpose of this technical briefing is for the board to receive a report from representatives of Southwest Sustainable Water Supply (SWSWS) regarding the potential development of an aquifer storage and recovery project originating in Val Verde County.

The board discussed the project in May of 2018 - under the previous owners name of Heritage Commodity, LLC. SWSWS is exploring a potential project that would produce groundwater from the Edwards-Trinity Aquifer in Val Verde County, and transport such water for artificial recharge into the Edwards Aquifer through a natural recharge feature east of the Knippa Gap in the San Antonio Pool. The ultimate goal of SWSWS would be to obtain legal authorization from the EAA to artificially recharge and store the transported groundwater in the Aquifer for subsequent recovery of a portion of the groundwater for application to a beneficial use within the EAA’s jurisdictional boundaries.

Over the past few years, EAA staff has met informally with the project sponsors regarding the potential project based on a letter of interest sent to the board from the then project sponsor, Heritage Commodity, and based on an MOU approved by the board in 2018. The purpose of that MOU was to help identify scientific methodologies to attempt to address uncertainties that are inherent in the proposed project. Under the MOU, EAA staff agreed to work with the project sponsors in an effort to maintain a uniform understanding of how such uncertainties would be addressed as the viability of the proposed project is explored.
