RECOMMENDED MOTION:
Move the board adopt Resolution and Order No. 05-19-934 of the Edwards Aquifer Authority Board of Directors approving Contract No. 19-927-AFS between the EAA and Quacito, LLC, for development of an EAA database and data migration services, in an amount not to exceed $500,000, for the period May 15, 2019 through December 31, 2020.
SUMMARY:
The purpose of this agenda item is for the board to consider a Finance/Administrative Committee recommendation to approve a contract with Quacito LLC, for the development of an EAA database and data migration services, in an amount not to exceed $500,000.
Quacito LLC, the proposed vendor for this project, is a vendor on the State of Texas Department of Information Resources (DIR) vendor list. The DIR negotiates agreements with vendors for technology services and equipment at preferred pricing. Government entities within Texas can purchase goods and services from these agreements and take advantage of these pre-negotiated prices and services, without conducting a formal procurement process.
This project of constructing a new EAA database to replace the current EAGIS database system began in July 2016 when the board approved an agreement with Webhead to begin the development of this project. To date, Webhead has completed approximately 85% of the construction of this database framework. The balance of this project will be to complete the remaining modules and begin data integration and migration. It is anticipated that the build-out of the database framework will be completed this year, 2019, while the data migration and integration will conclude in 2020. As per the budget estimate incorporated into the attached contract, Quacito LLC, is anticipating expenses of approximately $250,000, for the balance of 2019 and the remaining $250,000 will be incurred in 2020 with a project completion date of November 2020.
Attached to this summary is Contract No. 19-927-AFS with Quacito LLC, for the development of an EAA database and associated data integration and migration, as well as Resolution and Order No. 05-19-934, each of which have been reviewed by legal counsel.
At the April 23 meeting, the Finance/Administrative Committee voted to recommend the board adopt a resolution and order of the Edwards Aquifer Authority Board of Directors approving Contract No. 19-927-AFS between the EAA and Quacito, LLC, for development of an EAA database and data migration services, in an amount not to exceed $500,000, for the period May 15, 2019 through December 31, 2020.

FISCAL IMPACT:
Funding in the amount of $250,000 is available in the 2019 operating budget. The remaining amount for this contract, $250,000, will be included in the General Manager's Proposed Budget for 2020.
