SUMMARY:
The purpose of this agenda item is for the Research & Technology Committee to receive a report from EAA staff on recent MODFLOW model analyses supporting proposed EAHCP Nonroutine Adaptive Management for the VISPO program. On March 14, 2019, the EAHCP Program Manager submitted a Nonroutine Adaptive Management proposal seeking to increase the amount of forbearance within the VISPO program. The proposed change to this EAHCP Flow Protection Measure is intended to achieve the minimum flow requirement at Comal Springs during a repeat of the drought of record. Staff will present results on the MODFLOW simulations supporting the proposal.

This agenda item supports the EAA's policy direction as set forth in the EAA 2016-20 Strategic Plan: Goal A. Sustain Federally Protected Aquifer-Dependent Species. The EAHCP VISPO program is in support of the Edwards Aquifer Authority to maintain compliance with the Incidental Take Permit issued by USFWS on March 18, 2013.
