RECOMMENDED MOTION:
Move the board amend the 2019 EAA Operating budget by increasing the General Fund appropriation for Professional Technical Services by $84,901, and decreasing the Habitat Conservation Plan Fund appropriation for Professional Technical Services by $139,080.
SUMMARY:
The purpose of this agenda item is for the board to consider a Finance/Administrative Committee recommendation to amend the 2019 EAA Operating budget in three areas.
The first amendment would increase the General Fund appropriation by $84,901 to fund the development of an EAA website that will bring all aspects of the EAA under a unified website and facilitate other outreach and enhanced communication initiatives. This amendment is associated with approval of a website development contract considered in a previous agenda item.
The next two amendments will result in a net decrease of $139,080, to the total appropriation for the Habitat Conservation Fund. The first of these two Habitat Conservation Fund budget amendments is necessary to increase funding for Refugia related activities in the amount of $1,241,906. This amendment, which will re-appropriate unspent funds from 2018, is associated with the amendment to the EAA FY2019 EAHCP Funding Application considered in a previous agenda item. The second Habitat Conservation Fund budget amendment would reduce the budget for the ASR Leasing and Forbearance appropriation by $1,380,986, to be in alignment with actual expenditures for this program.
