RECOMMENDED MOTION:
Move the board approve Contract No. 18-890-CD between the EAA and Wickley, LLC, for continued programming and maintenance of three (3) EAA websites, in an amount not to exceed $90,000, for the period May 1, 2018, through April 30, 2019, with an option to renew for four additional years.
SUMMARY:
The purpose of this agenda item is for the board to consider a Finance/Administrative Committee recommendation to approve a contract with Wickley, LLC, for Continued Programming and Maintenance of three (3) EAA managed websites.
On Tuesday, February 20, 2018, EAA staff sent RFP packets to 16 potential vendors. Of those vendors, 14 were M/WBEs. Texas Purchasing Group-Electronic Listing reported that twenty-eight (28) vendors were notified of the proposal packet and of those viewed six (6) were downloaded. On Wednesday, March 14, 2018, the Edwards Aquifer Authority received three (3) proposals from Wickley, LLC., MarketVision, and Quacito, LLC. Of these three (3) respondents, two (2) are M/WBE vendors. The evaluation matrix staff completed in reviewing each of these respondents is attached to this item.
The draft contract with Wickley, LLC, which has been reviewed by legal counsel, is also attached to this summary. This is a one-year agreement and may be renewed and extended for up to four (4) one-year periods. The scope of work includes the facilitation of all aspects of website design, development and maintenance such as application development, maintenance and debugging supporting ongoing initiatives related to existing databases, data calculators, document library, etc.
