STAFF RECOMMENDED MOTION:
Move the board authorize the General Manager to enter into Groundwater Trust Transfer Contracts with the Church of Christ of New Braunfels (1 acre-foot) and Mr. Douglas Miller (13 acre-feet), for a total trust enrollment of 14 acre-feet associated with Permit Nos. P104-776 and P101-873, respectively.
SUMMARY
The purpose of this agenda item is for the board to consider an EAA staff recommendation to authorize the General Manager to enter into a Groundwater Trust Transfer Contracts (the Contracts) with the Church of Christ of New Braunfels and Mr. Douglas Miller. Approval of the contracts will enroll a total of 14 acre-feet.
Under EAA rules, the EAA may enter into a contract with a permit holder to enroll his or her water into a "groundwater trust" established by the EAA. Water may be held in the trust for any number of contracted years. While in the trust, the EAA controls the permitted withdrawal rights and the permit holder is no longer required to submit required reports associated with the permitted rights or pay aquifer management fees to the EAA.
