Title

Consider recommendation from EAA staff to extend authorization of a waiver of registration fees.

Body

STAFF RECOMMENDED MOTION:

Move the board adopt Resolution and Order No. 12-18-922 of the Edwards Aquifer Authority Board of Directors authorizing a waiver of registration fees for all registrations submitted prior to December 31, 2019.

SUMMARY:

The purpose of this agenda item is for the board to consider an EAA staff recommendation to waive registration fees for 2019.  The EAA is continuing its outreach efforts to encourage the registration of aboveground and underground storage tanks, and facilities storing regulated materials in both urban and rural areas on the Recharge and Contributing Zone of the Edwards Aquifer.  The board approved waivers of registration fees in 2017 and 2018 to help incentivize registration of such tanks and facilities. Staff believes the continuance of the waiver would be a benefit to the program in 2019.   In addition, a continuance of the waiver would also be an incentive to self-report abandoned wells and would benefit the EAA's well canvassing efforts.

A resolution and order, which has been reviewed by legal counsel, is attached to this summary.

M/WBE PARTICIPATION:

This agenda item does not involve the procurement of goods or services by the EAA and, therefore, this section is not applicable.

STRATEGIC PLAN REFERENCE:

This agenda item does not relate to a specific goal within the Strategic Plan, but supports the general EAA mission.

FISCAL IMPACT:

Waiving registration fees in 2019 will have essentially no fiscal impact, since registration fees constitute a very small percentage of total EAA revenue.
