RECOMMENDED MOTION:
Move the board approve a contract between the EAA and Baer Engineering and Environmental Consulting, Inc., to conduct agricultural aboveground storage tank assessment and consulting services, in an amount not to exceed $56,620.44 for the period June 13, 2018, through December 31, 2018.
SUMMARY:
The purpose of this agenda item is for the board to consider an Executive Committee recommendation to approve a contract between the EAA and Baer Engineering and Environmental Consulting, Inc. (“Baer Engineering”), to conduct agricultural aboveground storage tank (AST) assessment and consulting services, in support of the EAA’s Agricultural Secondary Containment Assistance Program (AgSCAP).
At the April 10, 2018 meeting, the board voted to authorize staff to negotiate a contract with Baer Engineering to provide these services. This project is intended to assess and develop alternatives to existing agricultural AST systems to bring them into full compliance with EAA rules. The contractor will develop recommendations on the most effective means of achieving compliance, however, no actual construction is included in this portion of the project. It is anticipated that EAA will solicit construction related work based upon these recommendations in the next year.
On May 3, 2018, EAA staff met with Baer Engineering staff for a project review meeting and discussed relevant issues of scope and schedule. On May 25, EAA received a proposed contract from Baer Engineering for these services in the amount of $56,620.44. EAA staff reviewed the contract to ensure it would meet proposed objectives and recommends that it be approved. The proposed contract is attached to this item.
