STAFF RECOMMENDED MOTIONS:

Move the Executive Committee recommend the board approve the following ranked order listing of potential firms to conduct agricultural aboveground storage tank assessment and consulting services:

1. Baer Engineering and Environmental Consulting, Inc.
2. Golder Associates Inc.
3. Arcadis U.S., Inc., most qualified offeror

Move the Executive Committee select Baer Engineering and Environmental Consulting, Inc., as the most qualified, and authorize the General Manager to negotiate a contract with this firm to conduct agricultural aboveground storage tank assessment and consulting services.


SUMMARY:

The purpose of the agenda item is for the Executive Committee to consider an EAA staff recommendation to authorize the General Manager to negotiate a contract with the top ranked offeror to provide consulting services for assessment of compliance options for agricultural aboveground storage tank (AST) systems.

EAA staff issued a Request for Qualifications (RFQ) and Statements of Interest for agricultural aboveground storage tank assessment and consulting services that was advertised in the following regional newspapers:

· San Antonio Express-News
· New Braunfels Herald-Zeitung
· San Marcos Daily Record
· Uvalde Leader-News
· Hondo Anvil Herald

In addition, EAA staff sent RFQ packets to twenty-one (21) potential vendors, of those vendors, thirteen (13) were M/WBEs. Texas Purchasing Group-Electronic Listing reported that 120 vendors were notified of the RFQ packet and of those viewed 24 were downloaded.
