RECOMMENDED MOTION:

 

Move the board authorize the General Manager to enter into a Groundwater Trust Transfer Contract with Michael Humphreys regarding Regular Permit No. P103-540 (75.000 acre-feet).

 

 

SUMMARY

 

The purpose of this agenda item is for the board to consider a Permits/Enforcement Committee recommendation to authorize the General Manager to enter into a Groundwater Trust Transfer Contract (Contract) with Mr. Michael Humphreys regarding Regular Permit No. P103-540 (75.000 acre-feet).  Since he has no intention to pump his groundwater in 2018, Mr. Humphreys is seeking to enroll his permitted pumping rights into the EAA Groundwater Trust in the interest of conservation and as a convenience to him to avoid paying annual aquifer management fees.  Under the terms of the Contract, the permit shall remain in the Groundwater Trust until the end of 2018.  A draft of the Groundwater Trust Transfer Contract is attached to this agenda item.

 

At the January 23 meeting, the Permits/Enforcement Committee voted to recommend the board authorize the General Manager to enter into a Groundwater Trust Transfer Contract with Michael Humphreys regarding Regular Permit No. P103-540 (75.000 acre-feet).
