RECOMMENDED MOTION:
Move the board adopt Resolution and Order No. 09-17-881 of the Edwards Aquifer Authority Board of Directors approving a contract between the EAA and Sutron Corporation for the purchase of data loggers, rain gauges, associated hardware and software, and services, in an amount not to exceed $251,600, for the period September 13, 2017 through December 31, 2019.
SUMMARY:
The purpose of this agenda item is for the board to consider a Research & Technology Committee recommendation to purchase data loggers, rain gauges, associated hardware and software, and services from Sutron Corporation. The EAA maintains a network of rain gauges throughout the central Texas region to support its groundwater and surface water modeling efforts. Much of the current rain gauge equipment has been in place for over 15 years and uses a line-of-site radio transmission system that requires EAA to maintain an FCC license and to rent space on area radio towers so that rainfall data can be transmitted back to EAA. To improve system reliability and reduce data transmission costs, EAA staff proposes to replace up to 75 rain gauge stations.
To solicit the required equipment and services, EAA staff issued a Request for Proposals (RFP), following the standard EAA procurement procedures. On April 18, EAA staff sent RFP packets to10 potential vendors. Of those vendors, seven were M/WBEs. On May 10, the EAA received six proposals from: Fluid Conservation Systems, Forest Technology Systems, Ltd., GeoNor, Inc., Met One Instruments, On Set Computer Corp., and Sutron Corporation.
