Consider recommendation from EAA staff to authorize a waiver of registration fees.

RECOMMENDED MOTION:

 

Move the board adopt Resolution and Order No. 07-17-875 of the Edwards Aquifer Authority Board of Directors authorizing a waiver of registration fees for all registrations submitted prior to January 1, 2018.

 

 

SUMMARY:

 

The EAA is currently undertaking an outreach effort to encourage the registration of aboveground and underground storage tanks and facilities storing regulated materials in both urban and rural areas on both the Recharge and Contributing Zone of the Edwards Aquifer.  EAA staff believes that a waiver of registration fees for any registrations received prior to January 1, 2018, would incentivize timely registration and benefit EAA efforts to build a related water quality database with collected information.  In addition, the EAA is currently undertaking an additional outreach effort to identify and register abandoned wells.  EAA staff believes that a waiver of registration fees for wells would incentivize self-reporting of abandoned wells and would be a benefit to well canvassing efforts as the EAA continues to move across the region.

 

A resolution and order, which has been reviewed by legal counsel, is attached to this summary.

FISCAL IMPACT:

 

There is no impact to the 2017 budget; however, in 2016, the EAA received $1,120 in registration fees.  For the first half of 2017, the EAA received $960 in registration fees.  Authorization of the resolution and order would mean that no additional funds would be received in connection with registrations for the remainder of 2017.
