RECOMMENDED MOTION:

Move the board approve amendments to the 2017 EAHCP Operating Budget, increasing the appropriation for EAA Conservation Measure Program by $501,000, and for the City of San Marcos Conservation Measure program by $89,500.


SUMMARY:

The purpose of this agenda item is for the board to consider a Finance/Administrative Committee recommendation to approve two amendments to the 2017 HCP Operating Budget. These amendments, which are depicted on the attached summary, increase the 2017 EAA appropriation for SAWS ASR operations and maintenance by $500,000; for VISPO by $1,000; and for LID/BMP Management by $89,500. The need for these budget amendments were described earlier in this agenda and are summarized below:

EAA Measures:
· The VISPO program requires a small infusion of funds ($1,000) to cover contractual changes with a VISPO contract holder who changed the term of their contract.
· The ASR program’s initial budget did not meet the Operations and Maintenance budget for the remainder of 2017. An increase of $500,000 is required.

City of San Marcos Measures:
· In order to complete the designs of City Park & Downtown Ponds (in fulfillment of the Minimizing Contaminated Runoff measure) and, to begin the Sessom Creek best management practices (BMP) design, an additional $119,500 from 2018 LID/BMP Management funds was added. On April 11, the board approved an earlier amendment to the City's funding application by $30,000. At the time, the EAA did not reduce its 2017 budget appropriation. Therefore, the latest amendment recommendation is for an additional $89,500.
