RECOMMENDED MOTION:

Move the board adopt Resolution and Order No. 07-17-874 of the Edwards Aquifer Authority Board of Directors approving an amendment to the Edwards Aquifer Habitat Conservation Plan FY2017 Program Funding Application for the City of San Marcos, increasing the funding request from $611,000 to $730,500, for the purpose of providing additional funding and implementing the LID/BMP conservation measure.


SUMMARY:

The purpose of this agenda item is for the board to consider a Finance/Administrative Committee recommendation to approve an amended Edwards Aquifer Habitat Conservation Plan Program FY2017 Program Funding Application for the City of San Marcos.

On November 8, 2016, the board approved the City’s initial Funding Application for FY2017. The budget amounts presented in the funding application represented the costs contained in the original workplans.

To complete the designs of City Park & Downtown Ponds (in fulfillment of the Minimizing Contaminated Runoff measure) and to begin Sessom Creek best management practice (BMP) designs, the City requested an additional $119,500. This funding will be "front loaded" by moving it from the 2018 projected costs included in Table 7.1 of the EAHCP. This increased funding will require an increased appropriation for 2017, but will not affect the overall projected cost of this conservation measure over the life of the EAHCP.

The amended funding application was presented and approved by the EAHCP Implementing Committee at the June 15 meeting. Attached to this summary are red-lined and final signed versions of the amended funding application. A resolution and order, which has been reviewed by legal counsel, is also attached.
