RECOMMENDED MOTION:

Move the board approve an amendment to the EAA Edwards Aquifer Habitat Conservation Plan Program 2017 Program Funding Application for the City of San Marcos, decreasing the funding request from $641,000 to $611,000, and decreasing the funding amount for the LID/BMP conservation measure.


SUMMARY:

The purpose of this agenda item is for the board to consider a Finance/Administrative Committee recommendation to approve an amended Edwards Aquifer Habitat Conservation Plan Program FY2017 Program Funding Application for the City of San Marcos.

On November 8, 2016, the board approved the City’s initial Funding Application for FY2017. The budget amounts presented in the funding application represented the costs contained in the original workplans.

The "Minimizing Impacts of Contaminated Runoff" conservation measure is identified in the HCP as an unfunded conservation measure, that specifically contributes to system recovery. This measure has been unfunded with the expectation that, when necessary, funding from the LID/BMP conservation measure would be used to pay for Minimizing Impacts of Contaminated Runoff activities.

Through the Adaptive Management Process, the EAHCP Implementing Committee has recommended the construction and completion of two sediment capture basins designed to reduce runoff into the San Marcos river, at a net cost of $120,000. Funding for these projects will be less than initially appropriated towards the LID/BMP conservation measure. The $30,000 savings is expected to be reappropriated in 2018 for LID/BMP activities.
