Move the board approve amendments to the 2017 EAHCP Operating Budget, as described, increasing total program funding from $16,147,247 to $20,576,826.


SUMMARY:

The purpose of this agenda item is for the board to consider a Finance/Administrative Committee recommendation to approve two amendments to the 2017 HCP Operating Budget. These amendments, which are depicted on the attached summary, increase the 2017 HCP appropriation from $16,147,247 to $20,576,826, an increase of $4,429,579. The need for these budget amendments were described earlier on this agenda and are summarized below:

Refugia Operations. To fund the first year of an 11-year contract with the U.S. Fish and Wildlife Service (USFWS) for refugia operations, a budget amendment is required to increase the 2017 refugia program budget from $1,678,597 to $6,078,176, an increase of $4,399,579. While this contract amount with USFWS exceeds the projected annual costs identified in Table 7.1, the total amount spent over the life of the Refugia program will be significantly less than the total Table 7.1 projected costs.

Ecological Modeling. This contract was recently amended to extend the termination date from December 31, 2016 to April 30, 2017. This “no-cost” extension was needed to allow the contractor, BIO-WEST, Inc., to complete the study and produce the final report. The funds used to pay for services provided in 2017 are those unspent funds remaining from 2016.

At the February 28 meeting, the Finance/Administrative Committee voted to recommend the board approve amendments to the 2017 EAHCP Operating Budget, as described, increasing total program funding from $16,147,247 to $20,576,826.
