SUMMARY:
The purpose of this agenda item is for the Permits/Enforcement Committee to receive a report from EAA staff regarding the EAA's role in the proposed water exchange program currently being contemplated by North American Water Exchange. At the August 19 EAA Board of Directors work session, Mr. Lee West provided an overview of his partnership's proposed program to provide an electronic exchange service for the transfer of EAA withdrawal permits on the open market. At the September 27 committee meeting, EAA staff will address questions raised at the Board of Directors work session regarding the EAA's role in the proposed project and will provide additional information regarding the genesis of the project idea and the limitations of EAA participation.
