STAFF RECOMMENDED MOTION:
The committee may recommend the board take possible action to amend the EAA’s procurement program.
SUMMARY:
In October 2015, the board received a report from Mr. Ben Sumpter of Contract Service Innovation, LLC, regarding recommendation to the EAA’s procurement practices and policies. Mr. Sumpter provided three core recommendations to the EAA along with revised policy language. These recommendations were adopted into practice in February 2016.
This agenda item is pursuant to a Finance/Administrative committee directive from the August 2016 committee meeting to discuss and take possible action to move the EAA’s procurement practices from a race-neutral to a race-conscious approach. At the September 27 meeting, EAA staff will provide an update on the progress marked since the adoption of the procurement recommendations from Mr. Sumpter and the EAA General Counsel will explain the legal predicate necessary to adopt a race-conscious procurement program.
