RECOMMENDED MOTION

Move the Implementing Committee approve the City of San Marcos EAHCP 2025 Funding Application and Work Plan amendment.

SUMMARY:

The purpose of this agenda item is for the Implementing Committee to approve the City of San Marcos 2025 Funding Application to support the Conservation Measures detailed in the 2025 Work Plan. The 2025 Work Plan Amendment 1 includes a transfer of unspent funds from the Impervious Cover and Water Quality Protection measure that were approved for 2024 and will be transferred to 2025 due to a delay in procuring a construction contractor. The 2025 budget for the Impervious Cover and Water Quality Protection has been amended from $0 to $675,000 to reflect a transfer of the approved, unspent funds from 2024 to 2025. Construction of Sessom Creek Phase 2 Stream Restoration is estimated to cost approximately $675,000. CoSM is soliciting for a construction contractor and is expecting to have bids by Nov/ Dec 2024. Construction is anticipated to begin in early 2025. Amendment 1 also includes additional text about installing and repairing sections of riparian fencing, the riparian budget remains the same and will cover the riparian fencing repairs.

 

The City of San Marcos 2025 Funding Application, which is attached to this agenda item, meets the obligations of Article Six of the Funding and Management Agreement.

FISCAL IMPACT:

The total fiscal impact of this item is $1,121,600, which is included in the 2025 City of San Marcos Funding Application.
