RECOMMENDED MOTION:
Move the board authorize the General Manager to negotiate a contract with Carriage House Partners for legislative consultant services.
SUMMARY:
The purpose of this agenda item is for staff to provide the committee with a report on evaluations regarding the selection of a legislative consultant. Staff evaluated seven responses to the published Request for Qualifications (RFQ) from consulting firms and made a recommendation for selection to the Executive Committee. At its February 2, 2026, meeting, the committee concurred with staff's recommendation and has recommended the board authorize the General Manager to negotiate a contract for board approval.
Attached to this report are the seven responses to the published RFQ and an excel spreadsheet of staff's scoring of the responses.

None for this item, but funding is budgeted in the 2026 EAA budget for such services if a contract is executed.
