SUMMARY:

The purpose of this agenda item is for the board to consider an Executive Committee recommendation to renew a licensing agreement for geographic information systems (GIS) from November 2024 through November 2027. GIS are critical to the support of the EAA’s mission, allowing staff to display and analyze large amounts of data, as well as provide informational maps to the general public. Environmental Systems Research Institute, Inc., (ESRI) provides the most advanced and capable software for GIS. In 2018, the board approved a contract to transition from individual ESRI GIS software licenses to the current Small Utility Term Enterprise License Agreement which allows for unlimited access to advanced GIS licenses, cloud-based server storage, and analytical extensions that will further EAA staff’s ability to conduct research and achieve the EAA's strategic goals.

The proposed license agreement is attached to this summary.

At the meeting on November 5, the Executive Committee voted to recommend the board approve the Small Utility Term License Agreement between the EAA and Environmental Systems Research Institute, Inc., for GIS capabilities, in an amount not to exceed $87,900 for a three-year period from November 2024 through November 2027.
