RECOMMENDED MOTION:

Move the board adopt Resolution and Order No. 09-25-132 of the Edwards Aquifer Authority Board of Directors approving Contract No. 25-019-TES between the EAA and BIO-WEST, Inc., for the Comal Springs Dryopid Beetle Monitoring Study, in the amount of $107,897, for the period October 1, 2025 through December 31, 2027.


SUMMARY:

The purpose of this agenda item is for the board to consider a Research & Technology Committee recommendation to approve a contract between the EAA and BIO-WEST, Inc.

Under the proposed contract, BIO-WEST, Inc. will conduct a monitoring study of the Comal Springs Dryopid Beetle population within Landa Lake and its associated spring run complexes to develop future field sampling and analytical protocols for the Comal Springs Dryopid Beetle in the monitoring program the Comal Springs system. To solicit the required services, EAA staff advertised a Request for Proposals (RFP) consistent with the standard EAA procurement process beginning June 23, 2025 through July 23, 2025. EAA staff, through direct notification and publication of the RFP with the Texas Purchasing Group - BidNet Direct and the State of Texas Electronic State Business Daily, reached 2,606 vendors with notification of the RFP, 1,047 were M/WBEs. In addition, newspaper publication of the RFP was provided in various newspapers throughout the EAA region.

On the submission deadline of July 23, EAA staff received 2 proposals, 0 were from M/WBEs. The proposals were evaluated according to the criteria described in the RFP. Attached to this summary is the scoring matrix used to evaluate the proposal. The evaluators scored and ranked BIO-WEST, Inc. as the highest and recommended contract award.
