RECOMMENDED MOTION:
Move the board adopt Resolution and Order No. _____ of the Edwards Aquifer Authority Board of Directors to approve purchase orders with Mario Mendez Electrical Services, for EAA main office HVAC preventative maintenance, HVAC building automation system maintenance, and an IT server room/office reconfiguration, in the total amount of $87,331, and authorize the General Manager to execute the necessary documents.
SUMMARY:
The purpose of this agenda item is for the Finance/Administrative Committee to consider an EAA staff recommendation to approve purchase orders with Mario Mendez Electrical Services for EAA main office HVAC preventative maintenance, HVAC building automation system maintenance, and an IT server room/office reconfiguration.
Consistent with the standard EAA procurement process, staff solicited bids for these services from 3 vendors, 2 of which were M/WBE vendors. Of the bids received, Mario Mendez Electrical Services provided the best value to the EAA in accordance with the scope of work.
Typically, the General Manager may approve purchases that are individually valued at $50,000 or less consistent with the EAA Bylaws. However, purchase orders with Mario Mendez Electrical Services for other projects completed or currently in effect for 2025 total $98,423, and the approval of these purchase orders will bring the total commitment to Mario Mendez Electrical Services to $185,754. Sections 5.01(b) and 11.02(b) of the EAA Bylaws require that multiple contracts or purchases with the same party whose total combined value exceeds $100,000 in a calendar year be approved by a written resolution of the Board.
