STAFF RECOMMENDED MOTION:

Move the Finance/Administrative Committee recommend the board approve the leasing and maintenance of EAA fleet vehicles through Commercial Vehicle Leasing, L.L.C., d/b/a D&M Leasing, and authorize the General Manager to execute the necessary agreements.


SUMMARY:

The purpose of this agenda item is for the Finance/Administrative Committee to consider an EAA staff recommendation to approve the leasing and maintenance of EAA fleet vehicles through Commercial Vehicle Leasing, L.L.C. (D&M Leasing).

Historically, the EAA purchases vehicles with the intention of replacing the vehicle after 8 - 10 years of service or 100,000 miles driven. An aged fleet, over time, incurs increased repair costs, increased fuel costs, and aging technology and safety issues. Currently, the EAA has 25 vehicles in its fleet with 7 of those vehicles over 8 years old with several incurring increased repair and maintenance costs.

In 2024, the EAA executed a Master Lease Vehicle Lease Agreement (Master Lease) with D&M Leasing for a single vehicle for the purpose of piloting a lease program. Due to the success of this program, this agenda item is to approve funds to lease additional vehicles under this agreement. The current Master Lease allows for multiple vehicles to be leased under the same terms and conditions. Under the 2024 Master Lease, EAA staff proposes to upgrade the fleet, providing safer and more reliable vehicles for EAA staff and significantly decreasing repair and maintenance costs.
