STAFF RECOMMENDED MOTION:

SUMMARY:

The purpose of this agenda item is for the board to consider an EAA staff recommendation to approve a Joint Election Agreement (JEA) between the Bexar County Elections Administrator, acting on behalf of Bexar County, and other political subdivisions, including the Edwards Aquifer Authority (EAA) for the conducting of joint elections by the political subdivisions, including for the 2024 general directors election of the EAA on November 5, 2024.  This JEA is the planning document required by Bexar County for the preparation and implementation of the joint elections.

The JEA is a precursor to an individualized election services contract between the Bexar County Elections Administrator and the EAA, which will be developed and presented to the board in September or October following the close of the candidate filing period.  This JEA and the individualized election services contract that are to be presented to the board are authorized pursuant to Texas Election Code Chapter 271.

M/WBE PARTICIPATION:

This agenda item does not involve the procurement of goods or services by the EAA and, therefore, this section is not applicable.

STRATEGIC PLAN REFERENCE:

This agenda item does not relate to a specific goal within the Strategic Plan, but supports the general EAA mission.

FISCAL IMPACT:

None. The individualized election services contract with the Bexar County Elections Administrator, which will likely be considered in September or October may have a significant fiscal impact; however, funding is available for election services in the 2024 budget.
