RECOMMENDED MOTION:
Move the board adopt Resolution and Order No. 06-23-053 of the Edwards Aquifer Authority Board of Directors approving Contract No. 23-018-AMS between the EAA and Eurofins Environmental South Central, LLC, for analytical laboratory services, in an amount not to exceed $230,000 for the period June 14, 2023, through May 31, 2024, with an option to renew for four (4) additional years.
SUMMARY:
The EAA undertakes many data collection and analytical programs to characterize the quality of Edwards Aquifer water. Objectives of the programs include characterizing groundwater and surface water quality, identifying groundwater flowpaths, and monitoring habitat for indigenous species. The analytical results are used to support scientifically sound decisions to benefit Aquifer users and to preserve the ecosystem supported by the Aquifer.
To solicit the required services, EAA staff advertised an Invitation for Bid (IFB) consistent with the standard EAA procurement process beginning April 10, 2023 through May 3, 2023. EAA staff, through direct notification and publication of the IFB with the Texas Purchasing Group - BidNet Direct and the State of Texas Electronic State Business Daily, reached 585 vendors, of which 187 were M/WBEs. In addition, newspaper publication of the IFB was provided in various newspapers throughout the EAA region.
On the submission deadline of May 3, EAA staff received 4 proposals, none were from M/WBEs. The proposals were evaluated according to the criteria described in the IFB. Attached to this summary is the scoring matrix used to evaluate the proposals. The evaluators scored and ranked Eurofins Environmental South Central, LLC as the highest and recommend contract award to provide analytical laboratory services for water samples collected from rivers, springs, and wells in the Edwards Aquifer Region.
Attached to this summary is draft Contract No. 23-018-AMS and Resolution and Order No. 06-23-053, both of which have been reviewed by legal counsel. This is a one (1) year contract, with an option to renew for up to four (4) additional years.

M/WBE PARTICIPATION:
Eurofins Environmental Testing South Central, LLC is not a M/WBE vendor.
