SUMMARY:

The purpose of this agenda item is for the board to consider an Executive Committee recommendation to approve a Joint Election Agreement (JEA) between the Bexar County Elections Administrator, acting on behalf of Bexar County, and other political subdivisions, including the Edwards Aquifer Authority (EAA) for the conducting of joint elections by the political subdivisions, including for the 2016 general directors election of the EAA on November 8, 2016.  This JEA is the planning document required by Bexar County for the preparation and implementation of the joint elections to be held on November 8, 2016, and is a precursor to an individualized election services contract between the Bexar County Elections Administrator and the EAA, which will be developed and presented to the board following the close of the candidate filing period.

A draft of the JEA is attached to this summary.   This JEA is authorized pursuant to Texas Election Code Chapter 271.

At the meeting on July 5, the Executive Committee voted to recommend the board approve a Joint Election Agreement with the Bexar County Elections Administrator for the 2016 general directors election of the Edwards Aquifer Authority.

STRATEGIC PLAN REFERENCE:

This agenda item does not relate to a specific goal within the Strategic Plan, but supports the general EAA mission.

FISCAL IMPACT:

Funding in the amount of $400,000 is available in the 2016 operating budget; however, direct costs for election support in Bexar County cannot be determined until the number of contested seats, if any, the EAA and other participating political subdivisions will have.
