STAFF RECOMMENDED MOTION:
Move the board approve water conservation grant contracts with: Malcolm Richey ($53,673.02); McFadin Strube, L.P. ($78,450.25); Medina Robles, LLC ($118,919.62); and Michael J. and Gail Saathoff and E&S Farms, Inc. ($48,957.11), and authorize the General Manager to negotiate and execute the contracts.
SUMMARY:
The purpose of this agenda item is for the board to consider an EAA staff recommendation to approve water conservation grant contracts with the EAA groundwater withdrawal permit holders described below. These contracts will fund the installation of irrigation conservation equipment.
EAA staff reviewed the applications and determined that the proposed projects summarized below met all requirements of the EAA Rules and would result in the conservation of Edwards groundwater.
Michael J. Saathoff and Gail Saathoff husband and wife, and E&S Farms, Inc. - will replace a 22-year-old center pivot sprinkler system with new center pivot sprinkler system (132 acres). The project cost will be $136,300.00 and the recommended funding will be $48,957.11.
Malcolm Richey - Will replace flood irrigation with the installation of new center pivot sprinkler system (16.5 acres). The project cost will be $53,673.02, and the recommended funding will be $53,673.03.
McFadin Strube, L.P. - Will replace a 30-year-old center pivot sprinkler system with new center pivot sprinkler system (190 acres). The project cost will be $156,900.49, and the recommended funding will be $78,450.25.
Medina Robles, LLC - Will replace flood irrigation with two new center pivot sprinkler systems (34 acres). The project cost will be $118,919.62, and the recommended funding will be $118,919.62.
A draft template of the grant contract and related exhibit templates, which have been reviewed by legal counsel, are attached to this agenda item. Individual contracts based on these templates will be developed and executed following board approval.

This agenda item does not involve the procurement of goods or services by the EAA and, therefore, this section is not applicable.
FISCAL IMPACT:
Funding in the amount of $300,000.00 is available in the 2024 operating budget.
